Election Promises

Stronger, Faster, Better

Promises were not made sparingly during the election campaign. Each party that thinks highly of itself considered it was its duty to offer a handful of promises to the voters. This election menu is a result of the analysis of speeches made party leaders and their election programs.

DEPOS (The Democratic Movement of Serbia) promised:

* Sanctions will be lifted immediately * Dinar will be convertible and will not be devaluated every three months * 4 billion dollars worth old hard currency savings will be returned to the people * No one will be fired or sent on forced vacation * All hard currency savings will be returned in 1994 * 150,000 flats will be built in Kosovo and Metohija and as many people will settle the area * Serbia, Montenegro, Vardar Macedonia, Serb Krajinas, the whole of Bosnia-Herzegovina, with the exception of Western Herzegovina will be one state

SPS (The Socialist Party of Serbia) promised:

* SPS is a party which has a historical mission whose results will be judged only after the whole process which began in the early 1990's has been finished and has taken definite political shape * SPS will take absolute responsibility for the Serbian people and Serbia * Political stability * Fight against financial crime * Fight against crime, the new rich and social differentiation * If we win a sufficient number of seats in the parliament to rule on our own we will arrest all those responsible for chaos in the country * We will pass a law which will put an end to the robbery of the socially-owned property and all previous transformations will be revised

SSJ (the Party of Serb Unity) promised:

* The question of unification of all Serb states in all Serb lands will be solved in a referendum * Inexpensive and professional state apparatus constantly controlled by the parliament and the public * Family and the Serb orthodox faith will be the pillars of Serbian spirituality and society * The program for development of small profitable companies and revitalization of factories whose production has come to a halt * ``We are telling all whose capital is not Belgrade to pack their bags immediately'' (Z.R. Arkan at the launch of his party in Belgrade)

SRS (The Serbian Radical Party) promised:

* There will be only one state television and only one state radio with a multi-party managing board * Serbia and Yugoslavia will not interfere in interior affairs of the Serb Republic in Bosnia and the Republic of Serb Krajina * We will not accept taking part in international conferences until sanctions are lifted * Pensions will be equalized according to the ratio 1:2 and salaries in state firms according to the ratio 1:3 * Inflation should be reduced to 20--30 per cent a year * Entrance and exit tax of 100 DM will be introduced on the border and the money (about 3 billion DM a year) will go towards financing the army and state institutions * 50 Pfennig per liter as a state tax on oil

DSS (The Democratic Party of Serbia) promised:

* Unified state of Serb lands with Serbia and Montenegro as a backbone * End to uncontrolled printing of money * Monetary, banking and fiscal reforms to stabilize the Dinar * Goods back in shops * Revoke all taxes which do not fall under turn-over, profit, salary and property * Guaranteed social minimum to pensioners in the period of economy's stabilization

DZVM (the Democratic Community of Hungarians in Vojvodina) promised one thing:

* Autonomy within state borders

DS (the Democratic Party) promised:

* Re-gain confidence in banks, courts and the state

* International affirmation of Serb states and speedy return of Serbia and the Serbian people into the international community * Prevent the robbery of socially-owned property * Liquidate hyperinflation and create ``healthy'' money * Introduce a post of a prosecuting attorney for crime in the economy and corruption as well as strong internal control within the police and the state administration * Lower taxes * Provide food for the poor free of charge * Regulated minimum salaries and pensions * The state must provide free medicines for all ailing citizens, or, at least, subsidize the sale of medicines * A liter of oil will cost one Mark
