Republic of Montenegro Parliament President

by Velizar Brajovic

Year and Place of Birth: March 31, 1995, Kotor, Montenegro.

Parents: Father - Jovo, Mother - Ivana, nee Pavic.

Religion and Nationality: Eastern Orthodox Christian, Montenegrin.

Family: Wife - Djina, nee Prelevic; children - Milos and Milena.

Education and Career: Received law degree at Titograd University (Montenegro). Municipal attorney in Budva, president of the Alliance of Socialist Youth (SSO) - Budva, tax director in Budva municipality, president of SSO - Montenegro, president of Budva municipality executive board, youth delegate to Montenegrin Assembly... After the "anti-bureaucratic revolution" (1989): member of the League of Communists of Montenegro Presidency, member of the Montenegrin Presidency, general secretary of the Democratic Party of Socialists (DPS), vice-president of the DPS, DPS deputy in the Montenegrin and Federal Parliaments.

Other Activities: Associate of the journals Ideje, Praksa (published by the League of Communists of Montenegro), the Belgrade newsweekly NIN, the youth magazine Omladinski pokret and the Titograd daily Pobjeda (as a columnist). Ideological creator and co-founder of the Budva festival "Grad teatar", the "Poets' Square" (Budva), the "Day of Alternative Medicine", etc.

How he Entered Politics: As president of the SSO-Montenegro, in 1986 he drafted a memorandum titled "Let's End Election Fraud" and was the attention of the entire Yugoslav public because of this commentary. He declared war against closed meetings, scheduled meetings (open) of the Youth Forum on the Montenegrin capital's main boulevards, harshly criticized the then leadership for their privileges - dispensing of state apartments and spending money on official limousines. As youth representative to the Montenegrin Assembly, he asked uncomfortable questions, and when the Central Committee of the League of Communists gave attention to the issue he resigned and easily became director of the state Income Office and chairman of the Budva municipality executive council.

What he Did During the "Antibureaucratic Revolution": He immediately resigned from his duties as president of the Budva municipal government, which the then "revolutionary Pobjeda (Podgorica daily)" accompanied with Marovic's photograph and the words "Resignation Better Than Dishonor". Strong accusations of property embezzlement against Marovic immediately began to come from Budva , but Marovic received a telegram of support from the then revolutionary Podgorica "Radoja Dakica" factory and the Montenegrin youth organization leadership, which gave him the support he needed to assume one of the most prominent positions in Montenegro.

What is attributed to him: That he is the designer of the aesthetic image of "the young, intelligent and honest" leadership of Montenegro, that is, the ideologue of the DPS.

What he is accused of: The Montenegrin block claims that he has turned Budva into the center of the Belgrade "Memorandum" (1986 memorandum by the Serbian Academy of Arts and Sciences) elite and that after the "January revolution" (anti-bureaucratic of 1989) organized a speech at which academic and future Federal president Dobrica Cosic denied the existence of the Montenegrin state and nation for the first time after World War II. The Serbian nationalist block disapproves of his being one of the initiators of the unconstitutional dismissal of Cosic as president.

How he Justified the Beginning of the War: "The conflict could not be avoided. The fascists had the Jews and the Ustashi had the Serbs. We believed that history would never repeat itself, but life and historic tragedy are repeated. It was impossible to secure peace in any other way but with force... It is sometimes necessary to control evil through greater force." (Speech on the eve of the beginning of the battle for Dubrovnik)

Memorable Statement: "The Montenegrin League of Communists must reorganize itself in order to become an integral and active factor in the political system, which will have the basic trait of socialist pluralism inside a Socialist Alliance."

Life's Creed: "I believe that people cannot live without dreaming. Only dreams allow us to see further and feel more. This makes a person closer to reality."
