We're Extremely Concerned

The statement issued by Secretary Baker and the actions we have taken with others at the Helsinki CSCE meeting show the extreme concern with which the US views the aggressive actions of the Serbian government, the Serbian Democratic Party and increasingly the JNA. We strongly hope that these actions will cease immediately and that all parties can return to the EC sponsored negotiations as soon as possible. What we are seeing is an attempt to subvert these negotiations and establish a fait accompli on the ground.

There is blame to be assessed on both the Serbian and the Croatian side, but in our view it is the Government of Serbia and its allies in Bosnia-Herzegovina which present the greatest threat to peace in this newly independent republic.

My government has made it clear that the Serbian desire to be accepted with Montenegro as a new state of Yugoslavia will be jeopardized if this aggression in Bosnia-Herzegovina continues.
