Election Conditions

To Be or Not to Be

The requests are the following:

* The number of election units (9) agreed at the roundtable of the government and the opposition in 1992 must not be increased.

* The Constitution and the laws in the procedure of the election for the president of Serbia (two mandates) must be obeyed.

* Not one of the judges who participated in bringing the decisions of the election disputes resolved by the Gonzales's Commission and the Special Law must be elected for the election committees, nor any of the members of the committees whose decisions were annulled (with the special emphasis that Balsa Govedarica, the current president of the committee, must not be in that position).

* The commission consisting of the representatives of all parliamentary parties should be formed at least a month prior to the announcement of the elections. It must be allowed to inspect all of the voter registration lists which are to be harmonized with the law on Yugoslav citizenship.

* The representatives of the parties participating in the elections must have the right to be present at the time of printing, counting and packing of the ballots at each and every election post.

* The minutes of the voting results must be delivered to each party which participates in the elections.

* The election documentation must be printed in one place, and the ballots must be protected by watermarks.

* The parties must be allowed to supervise the processing of the election data.

* The rules on the presentation in the state media must be set on time, and the parties will have the right to participate in the shows of the state television and radio in proportion to the number of submitted lists and the results achieved in the previous elections.

* The obeyance of the media rules should be controlled by the special Supervisory Board, which is authorized to suspend editors or journalists who break the rules.

* Regulations on the financing of the parties during the pre-election campaign must be decided upon two months prior to the announcement of the elections at the latest. All payments must be made through accounts, and all donations must be registered.

Signatory parties: the Democratic Party, the Citizens' Alliance of Serbia, the Democratic Party of Serbia, the Serbian Liberal Party, the Serbian National Party, the Democratic Center, the United Radical Party of Serbia, the Party of Independent Enterpreneurs, the Demo-Christian Movement of the Vojvodina's Hungarians, the Liberal-democratic Party and the Serbian National Renewal.
