Balance of Forces

After the November 1996 federal parliamentary elections for the Chamber of Citizens, most seats (64 of a total of 138) went to the SPS-JUL-ND coalition (SPS 40, JUL 20, ND 4). The former Zajedno coalition has 22, the Radicals 16, the once undivided DPS 20, the Alliance of Vojvodina Hungarians 3, Montenegro National Party 8, Vojvodina Coalition 2, List for Sandzak Sulejman Ugljanin 1, Montenegro SPD 1, Montenegro SDA 1.

According to some assessments, Bulatovic controls more of the 20 DPS seats than Djukanovic. Add to that the 8 seats taken away from Novak Kilibarda and handed to Bozidar Bojovic who is a Bulatovic ally.
