PARTY OF PERMANENT PERSONNEL CHANGES
Personnel reconstruction is a permanent ongoing process in SPS. Already at the second congress (October 24, 1992), only six of the 24 members were once again reelected into the executive committee, while the remaining 14 weren't even elected into the main committee. During that congress, it was decided that the duty of party president shall be performed by the general secretary (Milomir Minic), while the vice-presidents were also replaced - new ones such as Borisav Jovic, Goran Percevic and Bosko Perosevic were elected.
The Third Congress (March 2-3, 1996) continued work on personnel reconstruction - almost two thirds of the main committee were changed. Of 153 members of the former main board, only 51 remained in the new ones, while from the 26 members of the executive committee, only six remained.
