The Menu of Accusations

The Democratic Party of Serbia's (DSS) party activists have accused the government of Serbia for its slowness in bringing about reforms and systematic changes, especially in the economic field, the judiciary and legislature, and it is also reproached for being late in implementing personnel changes. On top of that, the government, according to the words of Vojislava Kostunica: "Has complacently buried itself, proclaimed as its highest goal changes in society while excluding itself from those changes."

Djindjic's bloc retorts that DSS refuses to take responsibility, and simultaneously wishes to make use of privileges of both the government and the opposition. In DSS they explain that that is so because they aren't prepared to take responsibility for policies in which they only have a symbolic influence, and especially not for moves which are tearing down the pillars of a state of law. Prime minister Djindjic admits that DSS wasn't adequately represented in the government, but stresses that that party never did honestly stand behind the government. Serbia's prime minister assessed that what we have is: "a brazen campaign against the government copied from Milosevic's times. They are releasing a lie every single day and are confusing the people, and believe that after a certain period of time that negative image will stick to someone."

DSS's president Vojislav Kostunica rejects this reproach and claims that: "Everything that DSS has done from its foundation until today was ruled by interests which are higher and more important than narrow party ones and for an affirmation of a rule of law. What use do we have of a state if it isn't ruled by law, what use do we have of a state if corruption and criminal activities rule over it."

After it all, Djindjic suggested these days: "Let's put everything on the table. There are no taboo subjects, no amnestied individuals, all of our wives, all of our cabinets, all of our godparents, all of our friends, all of our cigarettes... let's gather all the relevant facts on each of those subjects. And the answer was - no."

ACCUSATIONS AGAINST THE DEMOCRATIC PARTY

The Hague: The extradition of Slobodan Milosevic to The Hague tribunal was done outside of law.
The government of Serbia: Inefficient, bulky and inoperational. It isn't prepared to change the way it operates and to apply principles of legality and responsibility in practice, as well as to show that it is prepared for discussions on the output of each member and the responsibility of the government as a whole.
Government council: Crucial political decisions are made by the government council, a body which doesn't have such rights. An all too large number of deputy prime ministers in the government of Serbia, and from the current seven, the number of deputy prime ministers should be reduced to two or one, who would have clear authority, responsibilities and would be held accountable.


Decrees: The government rules by decrees (monopoly on gas, decree on the circulation of gas, oil derivatives and tobacco, the government has legalized cigarette smuggling with decrees), by which it is violating the constitution and laws.  
Agencies: The government has opened 11 agencies, by which it is avoiding public insight into its operations, as well as a parliamentary control of its operations.
Secrecy of its operations: All acts, including the conclusions, should be published in the Official Gazette of Serbia. Holds meetings with the police minister and State Security officials in his party headquarters.


Ministries: Certain ministers are incompetent for the positions they find themselves in. Inappropriate operations of the ministries, especially of police, justice, traffic and telecommunication.


Police: Politically motivated assassinations are still occuring, not a single crime has been solved, not a single chain of organized crime has been broken. Even though announcements were made on a number of occasions that certain cases would be solved, such as the Ibarska highway one or the assassination of Slavko Curuvija, those and other cases from the previous government remain unsolved. Connections with the mafia.
Laws: Until today, only a few laws have been passed, we are late in implementing reforms, but we aren't late in all issues which are dangerous for the reforms.  
Corruption: Corruption and criminal activities rage. There are indications that certain government departments operated "on the brink of legality", that there was corruption and criminal activities in them.


Zoran Djindjic's connection with Stanko Subotic Cane and organized crime.  
The media: They control the media and abuse it.
Elections: They don't dare hold elections because DSS is twice as popular.
Reverence towards the West: Uncovering the bodies from the refrigerated trucks, Milosevic's extradition...
Working on the collapse of FRY: The government of Serbia is insufficiently engaged on preserving the federal state.
Kosovo: It isn't good that Djindjic called Hasim Thaci for talks because Thaci isn't a good interlocutor. A more appropriate interlocutor could have been found amongst the Albanians. Anyway, the justice minister Vladan Batic is asking that Thaci be tried for war crimes in the Hague tribunal, and the prime minister calls him for talks.

ACCUSATIONS AGAINST THE DEMOCRATIC PARTY OF SERBIA

The Hague: By hindering Milosevic's extradition they threatened FRY's stability and international standing.
Unconstitutionality and illegality: They are violating the constitution and laws (FRY's reentrance into the UN, replacements and appointments in the Yugoslav Army, the way the advisors operate. Kostunica is still president of his party, he holds meetings of the party coalition, DOS, in the Palace of the Federation by which he is nationalizing the ruling parties). Kostunica attributes violations of the constitution to others, while he alone violated it 42 times, and he doesn't stand by the agreements made on DOS meetings.
Those who are obstructing reforms: They didn't suggest anything reform-wise, they didn't change the federal judiciary, the constitutional and federal courts... The man they suggested to be the government's deputy prime minister was relieved of his position of party vice president. They appointed Obren Joskimovic as minister, who managed to turn the entire branch against him, and for the federal finance minister, who would have to be a symbol of reforms, they chose a man who is 71 and was Radoman Bozovic's advisor.


SPS patrons: He is protecting people of the previous regime (Radomir Markovic, Nebojsa Pavkovic...). He is flirting with SPS personnel.
Allies: The cabinet of the FRY president has more power than the parliament of Yugoslavia. Kostunica's advisors (Ljiljana Nedeljkovic, Aleksandar Tijanic, Gradimir Nalic) are creating parallel centers of power. A request has been made for the creation of special committees which would look into the work of Kostunica's advisors Gradimir Nalic and Ljiljana Nedeljkovic, the president's wife, and contacts of the president's cabinet with Rade Markovic, the former Serbian State Security chief.
The army: Arbitrary appointments of generals.


Parallel State Security Department: They are setting up a parallel police force, in the government of Serbia they didn't accept the task of controlling the tobacco trade, battling against corruption and collecting tax on extra profit, the police's efficiency would be better if Kostunica hadn't protected Rade Markovic who destroyed numerous evidence.   
The media: They are controling the media and abusing it.


Two seats: DSS has to decide whether it wants to be the government or the opposition, because it can't be both. From the moment when the government was constituted, DSS actually gave up the idea of its efficiency and looked on its activities the entire time with some kind of academic cynicism. They are requesting a reconstruction of the government, they are accusing the government of corruption, and at the same time they refuse to accept ministerial positions, as though they don't want to take responsibility.  
Elections: Elections are requested because one party wishes to capitalize its increased political influence and the huge popularity of its president.
