The increase in the number of electoral districts could lead to what the Socialists don't want - making political parties bigger and creating more serious political competition

Why are the ruling parties proposing this law? The answer is simple: the election system guarantees the SPS in Serbia and DPS in Montenegro a majority of parliament seats with some 30% of the vote for each party in its republic

"If federal parliament adopts the government's draft law on changes in the election system and if the Montenegrin parliament tries to adopt the division of Montenegro into 12 election districts, the opposition will organize rallies in Podgorica and other towns," said Novak Kilibarda, head of the National Party (NS).
